There is a moment that decides whether a vehicle camera programme was worth the money, and it always arrives unannounced.
Something has happened. A cyclist is on the ground, or a car has pulled out, or a claim has arrived alleging something your driver says did not occur. Somebody asks the obvious question: do we have the footage?
The difference between a dashcam and video telematics is entirely about what happens next.
That moment is not rare enough to plan around. The Department for Transport’s Reported Road Casualties Great Britain final results for 2025, published on 30 July 2026, record 1,538 reported road deaths and 127,883 casualties of all severities, with vulnerable road users — pedestrians, motorcyclists and pedal cyclists — making up over half of everyone killed or seriously injured. The Department’s pedal cycle factsheet for the same year records 79 pedal cyclists killed and 4,311 seriously injured, and notes that the highest proportion of pedal cycle casualties that prove fatal arises in two-vehicle collisions involving a heavy goods vehicle, at 4.8%. If your vehicles share city streets with those road users, whether you can produce the footage is a question of when, not if.
With a dashcam
Someone has to find the vehicle. Someone has to remove the memory card. Someone has to hope the card still works — and consumer-grade cards fail regularly in the heat, vibration and constant overwriting of a working vehicle. Then someone downloads the file, and the timestamps may be wrong because nobody has checked the clock since installation, and the file gets emailed around, and by the time it reaches the insurer nobody can demonstrate it is the original.
In fleets that rely on unconnected cameras, a substantial proportion of the time the answer to “do we have the footage?” is no. The card had failed weeks ago and nobody knew, because nothing was watching the camera. We have deliberately not put a percentage on that: no public body publishes one, and the figures that circulate all trace back to somebody selling a replacement.
With video telematics
The system already knows. It detected the impact when it happened, uploaded the relevant clip within minutes, attached the speed, braking, steering and location data, notified the person responsible, and preserved the original with a full record of who has accessed it since.
That is the difference. Not resolution, not the number of cameras, not artificial intelligence. Connectivity and self-awareness — the system knows what happened, and knows whether it is working.
What video telematics actually is
Vehicle cameras combined with vehicle data, so footage arrives with context. Instead of a clip you have to interpret, you get an event: what happened, where, at what speed, with what braking and steering input, and who was driving. With pictures attached to the numbers, it is the same idea as ordinary telematics.
The components:
Cameras. Forward-facing as a minimum. Depending on the vehicle, also interior, nearside, offside, rear, load area, or specialist views such as a tail-lift or a refuse hopper.
A recorder. On larger vehicles this is usually a ruggedised multi-channel unit built for the environment, recording several cameras in sync to internal storage on a continuous loop.
Event detection. Sensors and software identify things worth flagging — an impact, a harsh brake, a near miss, a distraction.
Selective upload. Only relevant material leaves the vehicle. The overwhelming majority of footage is overwritten, never uploaded, never seen by anyone. This is worth repeating to a sceptical workforce, because most people assume the opposite.
Health monitoring. The system reports its own faults. A failed camera, a failed card, a disconnected device — flagged the same day, not on the day you need it.
Every box on the top row depends on a person remembering. None on the bottom row does.
What the “AI” is actually doing
Three things, none of them mysterious.
Recognising objects. A person, a cyclist, a lane marking — which allows a warning ahead of the collision rather than a recording of it. That is aimed at a well-documented gap: in the Department for Transport’s road safety factors analysis for 2025, ineffective observation by a driver, rider or pedestrian was the most commonly assigned individual factor, recorded in 50% of fatal or serious collisions — more than twice the share of the next factor on the list.
Recognising behaviour. Eyes off the road, a phone at the ear, no seatbelt, signs of fatigue — with an alert to the driver at the moment it matters. The same 2025 analysis assigned distraction or impairment factors to 44% of fatal collisions, against 29% of collisions of all severities. The distance between those two numbers is the argument for warning a driver in the cab rather than reviewing the clip afterwards.
Filtering. Deciding which of the thousands of daily minor events deserve a human’s attention.
The third is the least impressive and the most commercially important. A hundred-vehicle fleet generates far more footage than any team can watch. Without effective filtering, the programme collapses under its own volume within a month. In practice, the main value of AI here is in what it prevents from reaching you — a claim we deliberately leave unquantified, because the reduction depends entirely on the fleet, the routes and how the thresholds are set, and no independent body publishes a figure for it.
The privacy question, addressed properly
It is a legitimate question and it deserves a real answer rather than reassurance.
The Information Commissioner’s Office sets the standard, and it is specific. Its guidance on monitoring workers, current in 2026, treats camera-based driver monitoring as high-risk processing for which a data protection impact assessment before installation is mandatory; says any audio recording capability should be switched off by default and used only in exceptional circumstances; requires that you inform workers and passengers of any vehicle monitoring; and states that where a work vehicle is also allowed for private use, you will rarely be able to justify monitoring during that private use. It also expects you to consider whether a less intrusive method would achieve the same purpose, and to document that assessment.
The technology makes most of that straightforward. Modern systems analyse on the device rather than streaming everything to a server. Recording can be configured to trigger around events rather than run continuously. Retention should be short and automatic. Access should be restricted to named people and logged. And where vehicles are used privately, recording during private use should be avoidable by design.
Get these decisions right and documented before installation, and the conversation with your workforce is straightforward. Get them wrong and you will be having a different, longer conversation. This is general guidance rather than legal advice; the regulator’s own current text governs.
Where to go next
How many cameras a vehicle actually needs turns on where commercial vehicle incidents happen, which is rarely straight ahead — which is the case for multi-camera coverage. If the driver-facing camera is the sticking point, the place to start is fatigue and distraction detection. And if the footage has to earn its keep, the practical test is whether it changes the outcome of a disputed or staged claim.
