Waste and recycling employs a fraction of a percent of the British workforce and carries a fatal injury rate roughly ten times the national average. Almost half of those deaths involve someone being struck by a moving vehicle. No other sector concentrates its risk quite so precisely around the vehicle itself.
The 2025/26 picture
HSE's provisional figures for 2025/26, published on 1 July 2026, put the waste and recycling fatal injury rate at 5.47 per 100,000 workers. The all-industry average was 0.37. Only agriculture, forestry and fishing was worse, at 8.09. The sector recorded six worker fatalities and three deaths of members of the public over the period.
The composition of those deaths is what should drive specification decisions:
- Workplace transport accounts for around 30% of all fatal incidents in the waste sector.
- Being struck by a moving vehicle represents around 17% of workplace deaths across all industries — but rises to around 48% in waste and recycling.
- Entanglement and entrapment in machinery has become one of the fastest-rising causes of serious injury in the sector, now around 28% of major injuries.
- Across all sectors, roughly 60% of fatal injuries are attributable to three causes: falls from height, being struck by a moving object, and being struck by a moving vehicle.

Two environments, one vehicle
A refuse collection vehicle faces a risk profile almost nothing else in the fleet world shares, because it operates in two hostile environments on the same shift.
On the round
Curbside collection puts a large vehicle into residential streets at exactly the hours when pedestrians, children walking to school and cyclists are present. It reverses far more often than a distribution vehicle. It stops constantly, with crew members repeatedly moving between the nearside, the rear and the footway. HSE guidance on transport safety in waste and recycling is unambiguous that pedestrian safety during refuse collection and street cleaning should be a key objective of route management — with pedestrianized areas, narrow streets and high-footfall locations near schools and stations planned for in advance rather than negotiated on the day.
In the yard
Back at the transfer station or MRF, the same vehicle enters an environment with loading shovels, excavators, telehandlers, tipping floors and — critically — people on foot picking, sorting and directing. Segregation here is harder than on a construction site because the material itself moves the working faces every day. A prosecution worth reading carefully
On 16 April 2026, R W Waste Limited appeared at Southampton Magistrates' Court and pleaded guilty to breaching sections 2(1) and 3(1) of the Health and Safety at Work etc. Act 1974. A worker sorting waste in November 2023 was struck and run over by a reversing 15-tonne excavator. He lost both lower legs and has been unable to return to work.
HSE's finding was that the company had failed to implement adequate measures to separate pedestrians from moving vehicles, despite what the regulator described as clear and well-established legal requirements. There was nothing novel about the hazard. That is the point: the sector's fatal incidents are overwhelmingly repetitions of known mechanisms rather than unforeseeable events.
Why one dashcam isn't the answer
A forward-facing dashcam records the road ahead. On a refuse vehicle, that is the direction in which the least risk sits. The nearside, the rear, the reversing path, the hopper and the crew are all unmonitored.
A mobile digital video recorder — an MDVR — is the step up. It takes synchronized feeds from multiple cameras onto a single timeline, writes them to lockable local storage that survives a collision, and provides 4G live view and on-demand retrieval so footage reaches the office without anyone walking to the vehicle with a card reader. MDVR and multi-camera systems run from compact five- and six-channel units for lighter vehicles, such as the 6-channel AI MDVR, up to a 12-channel heavy-duty MDVR for full coverage on a large RCV.
Camera positions that earn their place on an RCV
- Front / ADAS — forward-facing 1080p with a wide horizontal field of view for the road scene and collision evidence.
- Nearside blind spot — the single highest-value position on a collection vehicle, covering the cyclist and pedestrian zone the mirror cannot reliably resolve. Specify an IP69K side camera, because this camera is pressure-washed daily.
- Rear / reversing — a heavy-duty, infrared, sealed rear and reversing camera, feeding an in-cab view during every reversing maneuver.
- Hopper / load area — evidence for contamination disputes, contract compliance and injury investigation.
- Cab and crew — protection for the crew against complaints and for the operator against disputed accounts.
Twelve channels sounds excessive until the vehicle is on a narrow terrace with a crew of three working around it. The correct question is not how many cameras, but which blind spots are currently uncovered.
Where AI changes the calculation
Cameras record. AI intervenes. Two capabilities are doing most of the work in this sector.
On yard plant — loading shovels, excavators, telehandlers — AI human form recognition detects people, moving or stationary, within defined zones around the machine, with staged alerts, an in-cab zone display and pedestrian LED signaling that tells the worker on the ground whether they have been seen. Given that around 48% of fatalities in this sector involve being struck by a moving vehicle, that is the control aimed directly at the dominant mechanism.
On the road, HGVs over 12 tonnes operating in Greater London require a 3-star Direct Vision Standard rating or a Progressive Safe System, which brings blind-spot and moving-off information system requirements into scope — the subject of our guide to DVS Phase 2 and the Progressive Safe System. Many waste operators are already fitting the cameras; the opportunity is to specify DVS-ready blind-spot cameras onto the same recorder and the same platform rather than as a separate bolt-on.
The near-miss data nobody else has
Event data from a connected system produces something a risk assessment cannot: reversing near-miss frequency by round, by street and by time of day. That turns route planning from a productivity exercise into a safety control. If one round generates three times the reversing events of a comparable round, the answer is usually the route, not the driver.
The operational dividend
Safety is the reason to fit. The commercial case is what gets it approved.
- Footage-backed first notification of loss shortens claim cycles and cuts the reflexive 50/50 settlement.
- Disputed curbside damage — clipped wing mirrors, damaged gateposts, alleged bin damage — becomes a two-minute check rather than a goodwill payment.
- Missed-collection and contamination disputes are resolved from the hopper camera and GPS trail.
- Crew complaints, which in this sector are frequent and often unfounded, are answered with evidence.
- No SD card chasing: remote retrieval removes hours of depot time per incident and keeps vehicles on the round.
That combination — safety control and commercial return from the same video telematics installation — is why 360° coverage has moved from a premium option to the default specification on new refuse vehicles.
